Working Around Downed Power Lines

Assume Downed Power Lines are Live

When power lines go down, electrical linemen and utility workers put their lives on the line to restore electricity to the community. Power lines can carry over 500,000 volts of electricity – more than a lethal amount. According to OSHA, there is no way to tell if a power line is still live just by looking at it. Downed power lines may still be energized even if they are not sparking or humming. It is therefore safe to assume that all downed power lines are still carrying an electric current.

Move Away Safely

You do not need to make direct contact with a downed power line to be electrocuted; it can energize the ground up to 35 feet away. When one part of the body touches an object while simultaneously touching the ground, it allows electricity to flow through the vehicle, into the body, and back to the ground – this is called touch potential. To mitigate touch potential, do not touch or attempt to move a downed wire and take small, shuffling steps until you are at least 35 feet away from the power line.

If a power line falls on your vehicle, stay inside until the line has been deenergized. If you are forced to exit your vehicle, jump away and land with both feet together on the ground. Do not touch both the vehicle and the ground at the same time and be sure to keep your feet close together.

Keep Equipment at a Safe Distance

OSHA requires that work equipment be kept at safe distances from all power lines at all times. The requisite distance depends on the voltage of the power line. Equipment must be kept at least ten feet away from those with voltages of up to 50kV, 20 feet away from those with voltages higher than 50kV, and 50 feet away from those with voltages higher than 350kV.

Workers who operate heavy machinery must comply with additional OSHA requirements before beginning work near downed power lines. Tools, both metal and nonmetallic, can conduct electricity. Therefore, it is important to check both below and overhead for power lines before raising a ladder or any using any other tools around downed power lines.
